What is CalCAP? California Council on Alcohol Problems is composed of citizens, churches, and denominational leaders who are concerned about the harmful impacts of alcohol and gambling on the Golden State. Under its two main public policy advocacy organizations, CalCAP and California Coalition Against Gambling Expansion (CCAGE), we effectively promote responsible alcohol and gambling policies to minimize the harmful affects these products and activities have on California communities. We also maintain a tax-deductible, charitable organization known as the Alcohol-Narcotics Education Foundation, dedicated to providing educational resources for students, congregations and the public.

CAP The California Council on Alcohol Problems was incorporated as a non-profit public benefit corporation on Oct. 18, 1939. The Council "shall constitute and function as a statewide agency through which Christian denominations, other religious groups and concerned individuals may cooperate for moral, educational, social and scientific solutions of beverage alcohol problems, and to seek for effective means to promote abstinence for the individuals, and the control of the manufacture and use of alcoholic beverages." CAP monitors all alcoholic beverage legislation at the Califonia State Capitol. CAP was instrumental in the enactment of the drunk driving reform laws of 1981, the raising of alcohol taxes in 1990, the enactment of .08% BAC laws in 1991, and the enactment of labeling laws, signage and advertising restrictions, etc.

CAGE The Coalition Against Gambling Expansion. Since CAP and its constituent denominational members oppose gambling, and since there are increasing threats to expand gambling in California, the CAP Board voted in 2002 to form the "California Coalition Against Gambling Expansion." CAGE was incorporated on Jan. 29, 2003. with the stated purpose, "to shape gambling policies in the State of California and to carry on other education, nonprofit activities associated with this goal as allowed by law." Directors of CAP also serve as directors of CAGE.

ANEF The Alcohol-Narcotic Education Foundation was incorporated as a non-profit benefit corporation in 1959. ANEF works in the areas of research and education. Activities include research, maintaining a library of related materials including books, government reports and video tapes, subscribing to current publications, interviews with students, lectures, information panels, referrals and public relations. All donations to ANEF are charitable, tax deductible contributions for the contributor.
